This paper is (1) to monitor and evaluate of ex-students of Champasack University during 2007-2017 period; (2) to find the need for Human Resource development in 4 provinces; and (3) to be a recommendation for decision making as fundamental guide line for development road-map of education and technical services in Southern Lao PDR. Organizing conferences and questionnaires with 5 level likert scales were used to interview representative participants from 171 organizations of governments and privates. Data was analyzed in frequency, percentage, mean and standard deviation.
The result found that the abilities and skills to under taking tasks for achievement got average score of 3.51points with a very satisfied; For the attribution got average of 4.05 points with a very satisfied and the personnel's vision got average of 3.50 points with a very satisfied. Both governmental and private agencies require technical training for their staffs, accounting for 92% and the need to upgrade the education level covered 88%. The need for upgrading the bachelor degree in 4 Southern provinces on average covered 61.30% (Attapeu province: 74%, Salavan: 68.40%, Sekong: 62.07% and Champasak: 40.74%); Upgrading the master degree on average was 58.33% (Attapeu province: 44%, Salavan: 63.20%, Sekong: 72.41% and Champasak: 53.70%). Trust in management and producing human resources of the Champasack University got an average of 4.31% with a very satisfied as well.
