Abstract

The purpose of this research is to: 1) study the problem of community participation in school development, a case study of a group of elementary schools in district 3, creating the education sector in Sekong province; 2) To study the level of community participation in the development of the school, a group of primary schools in District 3 to create the education sector in Sekong Province; 3) To study the way of community participation in the development school group of general education primary schools in District 3 created the education sector in Sekong Province; 4) To evaluate the way of community participation in the development of the school group of elementary schools in district 3 to create the education sector in Sekong province. The sample group in this study includes office-level education administrators; presidents of primary school groups; principals of schools that are members of the group; presidents of village-level education development committees; village-level mass organizations and parent-student associations/representatives of student parents in 3 districts. the total number of sample groups: 354 people. Using a Purposive Sampling, the tools used in this research include a semi-structured interview; a questionnaire; assessment of appropriateness and possibility. The research found that:  Society or the community has not been involved in the development as it should be, the development of the schools that are members of the group is still dependent on the budget of the public sector, which can be seen that there are still many groups of schools whose school environment has not been completed, is not suitable for teaching and learning, the school building is still very dirty, the classrooms are cramped and crowded without light, there are no decorative trees around the school, the equipment used for student activities is not enough to meet the needs;

Participation in the monitoring, evaluation of the performance of school administrators, teaching of teachers has not yet been implemented, so the development planning of the school group is not participated by the community. The results of the community participation assessment in the development of the primary school group in district 3 to create the education sector in Sekong province as a whole are very appropriate at a very good level. The overall probability is very high. When considering each approach, it is found that: diversity at a high level is the 3rd approach, participating in various activities of the school and having a high level of possibility is the 4th approach, budget management.
